Delaware’s state agencies sought a land management solution to centralize data on facilities, assets, leases, easements, and land ownership. Land information was not easily accessible to agency stakeholders, and agencies were dealing with disconnected datasets and workflows.
JMT built a Statewide Land Inventory Management (SLIM) system that included a central Esri Hub site for agencies to access new land data, along with a custom mapping and search interface for each agency to access and manage their data. Prior agency spreadsheets and Access database tables were imported into the new system, with additional data incorporated from the State’s financial system. In addition, several other feature services from Delaware’s FirstMap Esri data portal were integrated into the mapping interface for reference.
In developing the SLIM system, JMT held several stakeholder information and data gathering sessions, compiling an interagency data dictionary and entity relationship diagram for the combined datasets. The team utilized Azure DevOps for requirements tracking and developed detailed user stories and acceptance criteria for system testing. JMT held several demonstrations of the application during development and made modifications along the way to develop a solution that allows users to easily view and manage land assets in the future. JMT coordinated with project stakeholders and agency leads to support User Acceptance Testing and provided application training through walkthrough videos and a detailed user guide.
JMT worked closely with Delaware's Office of Management and Budget and Delaware's Department of Technology and Innovation to develop a rollout plan and communications to cutover to the new land inventory system. The final solution provides a tailored agency experience, leveraging seamless Okta authorization setup for the specified users. The first release of the application included land ownership, lease, and easement information for 14 state agencies. The scalable solution and data management system that JMT built will allow for future growth as additional agencies and asset information, such as buildings, are added over time.
Following the SLIM system go-live in July 2025, JMT has been providing operations and maintenance support to the Office of State Planning Coordination.
