Carter County and JMT (formerly Vaughn & Melton Consulting Engineers) worked together to comb through existing data, strategize fieldwork, and compile data into the next generation standard of 911 data and to ensure accuracies with locations and attributable information for each county address point. Part of this effort was to field review existing data due to known inconsistencies. V&M launched a web maps application and a Survey123 form allowing field personnel to compile information on addressed structures noting whether they were correct, in need of a location or attribute update, or an unaddressed point. As the authority of new addresses, locations with no known address were sent to a queue where county officials could compile new addresses. This allowed for V&M staff to continue efforts, while Carter County staff worked on new address points. After the field review portion, V&M staff provided robust desktop analysis and review of collected data to ensure points were within building footprints and inline with Kentucky’s next-generation 911 standard. Finally, V&M staff provided training on collecting, updating, and other data maintenance tasks within the ArcGIS suite of software.
