Get to Know James Witherspoon, Smart Mobility Project Manager for
We are pleased to introduce James Witherspoon, PMP, Smart Mobility Project Manager for JMT Technology Group! James has over 24 years of experience in ITS/transportation operations with a focus on program and project management. He leverages experience and perspective to identify and mitigate project/program risks to ensure effective project/program delivery. He has extensive experience leading federal, state and local ITS/operations programs and projects. Take a look below to get to know him a little better!
What do you do at JMT?
As a Smart Mobility Project Manager, I focus on delivering projects that improve urban mobility, reduce congestion, and enhance safety through innovative technologies. In doing so, I support a range of Smart Mobility initiatives, including the Maryland Connected and Automated Vehicle Working Group, the District Department of Transportation (Washington, DC) citywide traffic signal controller replacement, and the upgrade of the Elizabeth River Crossing tunnel traffic management system. Beyond project delivery, I contribute to the growth of our Smart Mobility practice by developing strategic partnerships and identifying emerging trends.
What brought you to JMT?
The opportunity to leverage over two decades of experience in transportation system management and operations to help grow the Smart Mobility practice. On a professional development level, I was especially drawn to the chance to work with Glenn Havinoviski, our Smart Mobility Practice Lead. Glenn chaired two ITS America committees I managed earlier in my career, and I gained invaluable knowledge from that experience. His leadership and expertise continue to inspire me, and I’m excited about the opportunity to collaborate with him again and further develop my skills.
What do you like most about JMT?
What I like most about JMT is the people and the culture. There’s a genuine sense of collaboration, respect, and shared purpose that makes it a great place to work. Staff is not only highly skilled but also incredibly supportive, which fosters an environment where innovation and continuous learning thrive.
The culture encourages open communication, values diverse perspectives, and promotes professional growth. I’ve found that this kind of environment makes it easier to tackle complex challenges, because you know you’re surrounded by people who are invested in both the success of the project and each other.
What type of projects do you like to work on most?
While I enjoy supporting all types of Smart Mobility projects, I’m particularly drawn to those that involve innovation, cross-sector collaboration, and real-world impact—whether it's deploying connected vehicle technologies, enhancing traffic management systems, or integrating data-driven solutions for urban mobility.
I believe every project presents a unique opportunity for professional growth, whether through navigating complex stakeholder environments, learning new technologies, or solving emerging transportation challenges. I find fulfillment in projects that push boundaries and allow me to contribute to shaping the future of mobility.
What advice do you have for someone who wants to get into this industry / career?
My advice to anyone looking to enter the Smart Mobility field is: never stop learning. This industry is constantly evolving with new technologies, policies, and challenges, so staying curious and adaptable is key. Success in Smart Mobility requires a blend of technical expertise and strong people skills.
I’d also recommend getting involved in professional organizations like ITS America or attending industry conferences. These are great places to build relationships, stay informed on trends, and find mentors. In my own journey, working with experienced leaders and being part of cross-disciplinary teams has been invaluable.Finally, be open to diverse project experiences. Whether it’s a pilot program, a policy initiative, or a tech deployment, each project offers unique lessons that contribute to your growth as a Smart Mobility professional.
What is something new and exciting that you're working on?
One of the most exciting initiatives I’m currently working on is supporting the Maryland Connected and Automated Vehicles (CAV) Working Group. This group serves as a central coordination point for advancing CAV technologies across the state. Our organization has been tasked with supporting two of the Working Group’s subgroups, which gives us a unique opportunity to help shape the direction of CAV deployment in Maryland.
